PRE-DEVELOPMENT MEETING

Prior to submitting a master plan or the first plat, the applicant shall schedule a development meeting city staff per Appendix B – Subdivisions, Section IV.A.

TIMING

To comply with Local Government Code Chapter 212.009, plats submittals will be processed according to the Planning and Zoning Submittal Schedule.

FEES DUE

Application and Review fees shall comply with Appendix B – Subdivisions, Section XIV. – Fees and Appendix D – Schedule of Fees.

GRAPHIC REQUIREMENTS

Graphic design information shall comply with Appendix B – Subdivisions and the Design Criteria Manual.

APPLICATIONS

All applications shall be made using the city’s online portal at https://www.ci.friendswood.tx.us/349/Online-Permits-Inspections .

SUBMITTAL REQUIREMENTS

MASTER PLANS $200 

Master plans shall be submitted for subdivisions with multiple or phased sections prior to or concurrent with the first section. Per Appendix B – Subdivisions, Section IV.B., Master plan submittals shall include the following documents:

  • Overall map of the property, showing blocks, lots, reserves, street layouts, etc. per Section 1.a.(3)
  • Preliminary stormwater drainage overlay or plan review per Section 1.a.(4)
  • Preliminary wastewater overlay or plan review per Section 1.a.(5)
  • Preliminary water main overlay or plan review per Section 1.a.(6)
  • Tree mitigation plan for non-residential lots per Section 1.a.(7)
  • Traffic study, if required by the Design Criteria Manual per Section 1.a.(8)

REQUIRED DOCUMENTS FOR ALL PLAT SUBMITTALS per Appendix B – Subdivisions, Section IV.B. 

  • Title report or planning letter per Section 2.a.(3)
  • Paid tax certificates per Section 2.a.(4)
  • Draft covenants or deed restrictions for maintenance of common areas per Section 2.a.(5)
  • Galveston County properties – Proof of submittal to Galveston County Consolidated Drainage District per Section 2.a.(7)
  • Copies of recorded instruments within or impacting the property per Section 2.a.(8)
  • Tree mitigation plan for non-residential lots per Section 2.a.(12)
  • Traffic study, if required per the Design Criteria Manual per Section 2.a.(13)
  • A list of deviations from a Master Plan per Section 2.a.(14)

ADDITIONAL REQUIRED DOCUMENTS FOR SPECIFIC PLAT TYPE SUBMITTALS

PRELIMINARY PLATS $1000

  • Preliminary stormwater drainage overlay or plan review per Section 2.a.(9)
  • Preliminary wastewater overlay or plan review per Section 2.a.(10)
  • Preliminary water main overlay or plan revie per Section 2.a.(11)

FINAL PLATS / REPLATS / SHORT FORM FINAL PLATS $500  

  • Utility companies’ statements that easements are acceptable per Section 3.b.(2)
  • Letters of No Objection from pipeline or well companies, if any exist within boundary, per Section 3.b.(4)
  • Galveston County properties – Proof of submittal to Galveston County Consolidated Drainage District per Section 3.b.(6), if not submitted with Preliminary Plat

AMENDING PLAT $500 

  • Utility companies’ statements that easements are acceptable per Section 3.b.(2)

VACATING PLAT $300

  • Utility companies’ statements that the vacation of easements is acceptable per Section 3.b.(2)

PLAT EXTENSIONS $100 

  • Plat submittal extensions beyond the 30-day “shot clock” may be requested in accordance with LGC Chapter 212 via email to planning@friendswood.com for Commission consideration.
  • Plat approval extensions may be requested via email to planning@friendswood.com for Commission consideration. The request shall be submitted and received prior to expiration of said plat and state the reason(s) for needing the extension.

INFRASTRUCTURE PLANS $500

When a preliminary plat of a subdivision has been approved, the developer shall submit to the city, plans and specifications for all improvements pertinent to said subdivision.

Complete plans, specifications, and contracts, including performance, payment and maintenance bonds covering said construction, shall be filed with the city. These shall show such features as required by the current design criteria manual including but not limited to, the following plans per Appendix B – Subdivisions, Section X.A.:

  • Water
  • Sanitary sewer
  • Stormwater
  • Drainage and detention
  • Streetlight plan
  • Traffic control plan
  • Street sign plans
