Karen Horner was appointed to the position of City Attorney in 2021 by the Friendswood City Council. As City Attorney, she serves as the chief legal advisor to the City Council, City Manager and all City departments. Prior to joining the City of Friendswood, Ms. Horner served as an Assistant City Attorney, First Assistant City Attorney, and City Attorney of the City of Baytown, Texas.
Ms. Horner is a Texas A&M graduate and earned her Juris Doctor at Southern Methodist University. Her professional affiliations include membership in the Texas Bar College, the International Lawyers Association, the Texas City Attorneys Association, the Texas District and County Attorneys Association, and the National Association of Parliamentarians. She holds a Merit Certification in Municipal Law and is a Local Government Fellow.
She is honored to serve the City of Friendswood and the citizens of this great city.
